致親愛的選民

致親愛的選民:

感謝您在2004年3月21日投我一票,讓我有機會踏入檳州立法議會,為您和峇眼惹瑪的所有居民,在政治、經濟、文化、教育、宗教等各領域,奉獻了一份心力。

這4年來,我的確憑我的政治恩師丹斯里石清霖醫生給予我的引導,加上在當州議員前,先後擔任7屆市議員及8年的公共服務及投訴局主任所累積的經驗,讓我這名全職的政治工作者,能更快速及更有效的為您及廣大居民做出誠心誠意的服務。

全職服務選民
在您給我機會擔任州議員的期間,我非但在峇眼惹瑪選區工作,同時得在沒有其他在朝議員的峇眼國會選區內,給需要幫忙的居民必要的援助,雖然工作極其艱辛,我卻欣然接受,最終分享了居民在問題迎刃而解時的喜悅。

過去4年,我不敢說已經交出漂亮的成績單,但是,可以肯定的是我虛心及誠心
提供了我的服務,身為國陣成員黨之一的馬華檳州馬青團長兼州議員,在各種關係人民利益的課題上,我除了針貶時弊,也通過實際的管道解決了居民的各項難題。

全心照顧華校及其他个源流中小学
以大家最為關注的教育課題為例, 2005至2007年期間,我除了適時撥款協助淡米爾和国民小学及各中学,更是全心全意照顧區內華校的發展,在短短的3年內,總共19次通過州議員撥款或爭取私人公司捐款(請見附錄),先後拨出了高達22萬令吉給區內的各華小和北海鍾靈國民型中學。

我尤其欣慰的是,我擔任州議員期間,見証了中華二校搬遷到更完善的新校舍;而中華總校面對白蟻蛀蝕時,教育部對我的反映極其重視,並且在極短的時間內撥出15萬令吉搶修校舍。

感謝您上屆大選給予我機會,造就了我繼續服務選民的決心和毅力,我希望在本屆大選投票日時,您再次投出手中神聖的一票給我,我誓言繼續履行全職政治工作者的角色,與您並肩,共赴時艱!

北海2日訊)候選人為了拜票不惜一切走入民間,黃泉益竟化身售賣經濟米粉的小販。

馬華峇眼一國一州候選人宋彩苓和黃泉益於週六晚前往以美食聞名的北海信達園美食中心拜票,讓食客認識國陣候選人,以便在即將來臨的大選打好勝利的基礎。

週六晚7時許,馬華峇眼國會議席候選人宋彩苓和峇眼惹瑪州席候選人黃泉益與數十名馬華基層黨員,到北海信達園美食中心拜票,讓所有小販和顧客認識馬華候選人,打響知名度。

馬華黨員在該美食中心內分發候選人的傳單予小販與顧客,讓他們瞭解候選人的資料和競選宣言。

Support the women

WOMEN voters in Bagan were told to give their support to the women candidates standing in the constituency.

Wanita MCA chief Datuk Dr Ng Yen Yen said if all women voters in the constituency voted for Barisan Nasional’s Bagan parliamentary candidate Song Choy Leng and Teh Lay Cheng (Sungai Puyu state seat), the ruling coalition would have a good chance to grab the seat back from the Oppo-sition.

“If women cast their votes for Choy Leng, we will have a 70% chance to win in Bagan. The fight for Bagan is tough but winning is not impossible,” she said at the Bagan MCA headquarters yesterday.

She said Bagan should have a full-time MP serving them instead of DAP secretary-general Lim Guan Eng.

Lim who is contesting against Song would be dividing his time between Penang and Malacca, where his family lived, she said.

During a visit to Taman Oi Leng in Sungai Puyu, Dr Ng also called on the people to support incumbent Bagan Jermal assemblyman Ooi Chuan Aik, who she described as a hardworking state representative.

Dr Ng said the present government had helped the people by subsiding fuel and gas prices and abolishing school fees among others.

There, the residents handed a memorandum to Dr Ng, asking her to assist them from being evicted by the Royal Malaysian Air Force which owned the land.

Dr Ng promised that MCA would look into the matter.

“That would be Song’s first task if she is elected an MP,” Ng said.

Also present were Song, Teh, Ooi, Penang MCA Wanita chief and Bayan Baru parliamentary candidate Ooi Siew Kim, and Bagan MCA division chairman Datuk Wei Bak Hoe.




Karaoke numbers to win ’em over



BAGAN Jermal incumbent Ooi Chuan Aik has been consuming warm water and fresh vegetables to maintain his voice, so he can continue to deliver karaoke numbers to impress voters.

The 45-year-old bachelor, who has a passion for singing, said he watched his diet to be able to deliver speeches as well as hit some of the high notes when he sang songs.

“I will render songs at public events, so long as I still have the voice,” he said after delivering a Mandarin song at the Taman Mawar Rukun Tetangga Chinese New Year dance competition on Tuesday night.

Ooi sang Pa Pin Nian (Peaceful Year) to a crowd of about 1,000 people, who rewarded him with thunderous claps.

Also present were Barisan Nasional’s Bagan parliamentary candidate Song Choy Leng and Sungai Puyu candidate Teh Lay Cheng.

In his speech, Ooi praised the three-month-old Taman Mawar RT for successfully organising its maiden public event.

“I am happy that I could obtain a piece of land for the residents to start an RT here.

“Apart from obtaining two container units for the RT to conduct their meetings, I am in the midst of getting playground equipment to be installed here,” he said.

Ooi said he would also help them obtain two more parcels of land within the area to create mini recreational parks.

Earlier, Ooi visited 43 fishermen from Pantai Bersih at Pangsapuri Pantai Bersih, whose boats and fishing equipment were damaged in a storm last July.

He gave them fishing nets worth RM64,000, noting that the state government had earlier presented 13 of them with new boats and engines worth a total RM100,000.

就算脫落光頭髮也都在所不惜

檳城‧北海)峇眼惹瑪州議席國陣候選人黃泉益以打趣的口吻拉票:“如果人民想看我光頭的樣子,就請投我一票。”他說,4年前中選為州議員前,他的頭髮還很濃密,如今相信是因為非常繁忙的工作,導致嚴重脫髮,不過為了替人民解決問題,就算脫落光頭髮也都在所不惜。


黃泉益前晚在北海善財童子廟舉行的晚宴上,首次以福建話致詞時,表示相信他的禿頭情況是在中選州議員後,因為用腦力過度變得更嚴重,並自嘲如果在本屆大選中選,肯定會變成光頭。
他強調,峇眼惹瑪州議席是當年他的師父石清霖打拼回來的選區,但他的經驗不如石清霖豐富,無時無刻都還向石清霖請教,以便為當地人民作出更多的貢獻。

福建話演講幽默親切
他笑說,“如果屆時我變成光禿禿,就是晚上不開燈,也會看到我發亮的光頭”,此話一出,引起全場笑聲四起。黃泉益也在現場以一名禿頭的馬青團員呂榮和為例,並指著呂氏向大家說:“以後我就會像他一樣,再也不必梳頭髮”。

黃泉益自在4年前中選以來,都是以華語及內容很格式化的致詞,不過此次相信是為了引起選民對他的注意,首次以非常通順且流利的福建話向人民講話,而且還加入其幽默的演講內容。
過後黃泉益在受詢時說,以福建話溝通是要與選民接近距離及更有親切感。


Barisan to rely on track record

BUTTERWORTH: Barisan Nasional will stand by its track record in its battle to win over Bagan from the Opposition. Former Penang MCA chairman Tan Sri Dr Sak Cheng Lum said Barisan’s contribution to the progress of Bagan and the country’s development should be enough to win voters.

“Look at Butterworth’s development over the years. Look at its infrastructure and Chinese and Tamil schools,” said the five-term former Bagan Jermal assemblyman. He said Barisan had the confidence to win over Bagan, an opposition stronghold that had been under DAP for 20 years.

“Every general election has its own challenges but we acknowledge that this general election is more challenging. There are different issues to address and different accusations from the Opposition to face.

“But Barisan will go all out,” he said when asked if he thought MCA’s three candidates

could triumph over their DAP rivals.

Dr Sak was speaking to the press at Taman Kerapu where he joined Ooi and Song on their house-to-house campaign at the housing areas.

Ooi, who is the incumbent Bagan Jermal assemblyman is facing DAP’s Lim Hock Seng, the former Bagan MP.

Meanwhile, newcomers Song and Teh are contesting against DAP secretary-general and former Kota Melaka MP Lim Guan Eng and incumbent Sungai Puyu assemblyman Phee Boon Poh respectively.

Dr Sak also said that Lim Guan Eng might not know what the people of Bagan needed, although he could stir their emotions.

“I hope the people will give Guan Eng a nice welcome, and also a nice send-off,” he said.

分發全新的漁網



(檳城‧北海)去年在北海清潔海濱受到大風浪侵襲的43名各族漁民,週二(26日)獲得檳州政府分發全新的漁網,由該區原任州議員黃泉益親自移交到漁民手中。

這批漁網共價值6萬4000令吉,是由檳州政府撥款購買,以減輕受影響漁民的經濟負擔,這些受惠者當天在清潔海濱民眾會堂接領了一包包全新的漁網後,也興高采烈的與黃泉益及國陣峇眼國會候選人宋彩苓合影。

黃泉益說,檳州政府已撥款了16萬4000令吉購買漁網及漁船等,援助在去年一場大風浪受影響的漁民,其中價值10萬令吉的13艘漁船及引擎,已在上個月移交給漁民。

他也承諾,倘若國陣候選持續在本屆大選取勝,他們將會更落力的協助選民謀求福利並致力提昇人民的生活素質。

Rumah Hijau folk won’t be relocated

THE 1,000-odd residents living in longhouses at the Rumah Hijau resettlement area in Mak Mandin, Butterworth, need not fear of being uprooted against their will.

Incumbent Bagan Jermal assemblyman Ooi Chuan Aik said the residents no longer need to be relocated to Pangsapuri Ampang Jajar –a low-cost People’s Housing Project (PPR) scheme – as proposed earlier. “As long as I am re-elected Bagan Jermal assemblyman, I will ensure Rumah Hijau residents will remain in their neighbourhood,” he said at a dialogue with the residents at the Mak Mandin Murugan temple in Butterworth on Sunday night.

In 2005, Deputy Chief Minister Datuk Seri Abdul Rashid Abdullah said that a total of 1,781 squatter families, including those in Rumah Hijau Mak Mandin, would be resettled in low-cost housing projects in the state by 2007. Abdul Rashid had said that those squatting on state land would be offered to buy some of the state’s excessive low-cost housing units or rent its PPR units.

Rumah Hijau RA secretary V. Varutharaju said he hoped the government would build low-cost terrace units in the area, adding that the residents were willing to buy them at affordable prices.
“In 1972, the residents here gave up their original squatter houses and moved into the longhouses to enable the Penang Development Corporation to develop the Mak Mandin Industrial Area project.

“Initially, the residents were supposed to temporarily stay in the longhouses for about three to five years but it has been 36 years since we moved to Rumah Hijau,” he said.

Another resident M. Manogran, 53, said the two-roomed longhouses were decaying because of white ants, adding that there was also no proper sewerage system in the area.

“Rumah Hijau is a slump-within-a-town. It is not accessible by cars and the houses are often hit by flash floods as well as drainage backflow,” he said.

Wheelchair for amputee

SUKIR Kasbani, whose right leg was recently amputated after it became gangrenous, has to remain outside his low-cost flat in Jalan Mohd Saad, Butterworth, for more than eight hours a day. His son Ahmad Firdaus, 24, would carry him down from their unit on the third floor of the walk-up flat block before going to work.

The 65-year-old retired factory operator would only be able to go back home when his son returned from work in the evening. “This has been my daily routine since my leg was amputated last month,” he said after receiving a wheelchair donated by the Rotary Club of Butterworth on Friday.

Sukir said he hoped the state authorities would help him get a ground floor unit in the neighbourhood so that he could move around easily. He said he could not balance well using crutches on the staircase, noting that he was still seeking daily dressing at the Butterworth district clinic.

“I spend my time with some friends at the nearby food court till my son comes and gets me.
It can be quite tiring, but I have no other option for the time being,” he said, adding that he had been living at the flat since 1992.

Bagan Jermal assemblyman Ooi Chuan Aik said Sukir had been using a borrowed wheelchair since the amputation. “Now, we hope he can move independently within his flat and along the corridors in his own wheelchair,” he said.

Ooi, who also gave Sukir RM300 from his state constituency emergency fund, said he would get the state Housing Department to help resolve Sukir’s predicament.

Rotary Club of Butterworth president G. Sarkuru said the club had raised funds to buy 20 wheelchairs at a discounted price of about RM400 each. “We hope to give out these wheelchairs to needy handicapped persons under our wheelchair charity programme this year,” he said.

Be honest when tackling issues

BE transparent and sincere when explaining issues to young Chinese voters.


Ooi: We must be resilient and brave to face the challenges.This is the message Penang MCA Youth chief Ooi Chuan Aik is sending out to his 20,000-strong youth members statewide. Ooi said it was important for the party’s youths to tackle the issues at hand in a professional manner. “Voters these days have access to information from various sources, including the Internet. “So, we must not take them for granted. We must instead be more realistic and learn to handle issues in a more practical manner,” he said in Butterwroth yesterday.

Ooi said the movement was all geared up for the next general election, noting that he would convey the matter during a state MCA Youth committee meeting in Butterworth tomorrow.
He said the party’s youth members played a vital role in explaining some of the current issues to the younger generation.

“The Opposition may hurl all sorts of allegations at us during the elections. But, we must be resilient and brave to face the challenges,” he said. Ooi, who is also Bagan Jermal assemblyman, said he expected the Opposition to put up a tough fight to wrest the state seat from Barisan Nasional. “But we are not going to give in easily.
We have been consistent in our services and our track record speaks volumes,” he said.
He said of the 21,347 voters in the Bagan Jermal state constituency, 51.3% were female voters.
“The high number of female voters in my area shows that more women want to be involved in the decision-making process,” he said.

Paying our Last Respect

To: The Late Mr. Lau Kim Kee

BUKIT MERTAJAM: More than 500 friends, relatives and MCA members attended the funeral of Lau Kim Kee, the father of state MCA deputy chairman Lau Chiek Tuan yesterday.
Kim Kee, 75, who died of natural causes at 8am on Friday, was survived by his wife Seah Gaik Soon, 73, four sons, a daughter and 13 grandchildren. He was laid to rest at the Berapit Chinese cemetery.

Chiek Tuan, the eldest son, described his father as a “humble and simple man who was very down to earth and patient”.
“He was a person who would not easily get angry or throw his tantrums at others. And he had never complained of any pains or aches while he was alive,” he said.

More than 400 mourners from 168 organisations including schools, welfare bodies, Rukun Tetangga and Residents' Associations followed the funeral procession yesterday.
The cortege left the house in Taman Bukit Indah at 11am.

On Saturday, Transport Minister-cum-state MCA chairman Datuk Seri Chan Kong Choy had led state MCA leaders and members to the house to pay their last respects.
Deputy Internal Security Minister Datuk Fu Ah Kiow, Penang chief minister Tan Sri Koh Tsu Koon and state MCA leaders were also among the over 10,000 people who paid their last respects during the five-day wake.

總會長拿督斯裏黃家定2008年新年獻詞


首先,我要恭祝全體馬來西亞人民,新年快樂,百尺竿頭,更進一步。
一國的發展,跟政府與人民的努力及關係息息相關。我國過去建國50年來能夠取得的豐碩發展成果,就是有賴於政府與人民多年來的努力、共識和緊密配合所聯手開創的。
過去的一年,國內的局勢經歷了不少的演變和挑戰,包括通貨膨脹、汽油漲價以及全球化衝擊等壓力。迎向全新的一年,只要政府和各族國民繼續秉持這種勤奮工作、有良好配合的積極性態度,在馬來西亞國民精神的大前提下,團結一致共同努力打拼,我們將能夠共同跨越和克服前方各項挑戰,打造一個更美好和發展蓬勃的明天。
過去的一年,我國也渡過了收穫不俗的一年。我國代表,在幾項國際賽事中取得優異的成績,包括羽球、壁球、舞獅、大專辯論、音樂創作等,甚至已經具備世界級競爭水準,證明我們只要發奮圖強也可以跟世界強國一爭長短。我國的宇航業也寫下歷史性的一頁,成功遣送第一名馬來西亞太空人上太空進行研究探索。
經濟領域的發展是大馬華裔所極為關注的,也對族群的生計和基本生活需求帶來廣泛性影響,各階層的人民都希望擁有穩定的工作、事業順利,生活可以過得更好。重視群眾路線的馬華,一直以來都有關注和瞭解各階層人民在各行業所面對的問題,並把這些人民的意願反映到內閣,確保政府所推行的經濟政策能夠有效帶動國家發展、符合全球化的開放制度並具有競爭力,進而讓各族國民受惠。
我深信,今年隨著第九大馬計畫底下的各項重大計畫和工程已經正在落實中,而涵蓋南馬、北馬和東海岸的經濟特區或走廊計畫也已經陸續推展,國內的經濟和投資氣氛將會逐漸改善,國內各族商家將擁有更開放的參與空間,也將吸引更多外資的注入,進而帶動國內各行業的商機和成長。
馬華將繼續在內閣爭取,改善和糾正任何已經落伍和含有針對性的封閉型經濟政策,並將平衡兼顧各族群和整體國家的經濟發展空間。在處理貧窮和赤貧問題方向,馬華也將確保政府以更宏觀的跨族群態度,協助任何面對生活壓力的各族低收入族群。
馬華將繼續推動符合華社利益的各項文化、社會及政治計畫,在政府內部發揮影響力糾正在推行策略時所出現的偏差,並不斷的促使各項政策的制定能更公平、合理地惠及全民。從1999年截至去年,在馬華的積極爭取下,政府已經批准增建了9間華小,並搬遷61間華小。這70間全新華小校舍的建築工程全數落成後,初步估計將在全國各地增加超過6萬個華小學額。
而在這新的一年,馬華將繼續爭取在華人人口密集的地區增建和搬遷更多華小,確保有興趣接受華文教育薰陶的華裔子弟們都有機會到華小就讀。另外,除了教育部例常撥款,馬華今年已經成功向中央政府申請到為數不少的特別華校發展撥款,協助有需要的華校,包括進行搬遷、擴建、修建工程,或應付緊急需要,確保各地華校的校務獲得穩建發展。
在英文教數理的考試媒介語課題方面,馬華一直堅持華社的意願,並在去年末成功爭取獲得首相的同意,批准華小以母語作答。今年馬華將繼續關注這項英文教數理制度的推行進展,並適時向教育部反映意見以作出檢討。
在大專獎貸學金方面,相比起1980及90年代每年只有幾位華裔生申請到公共服務獎學金,自2000年至今,在馬華的積極爭取下,已經有超過2,100名華裔優秀生在短短8年內獲得有關獎學金,到美國、歐洲、日本、澳洲、印度等各國著名大學就讀專業科系。
在其他政府獎貸學金包括最高元首獎學金和高等教育基金方面,我們也將繼續確保符合資格的各族優秀生都有機會獲得協助。
馬華旗下的各項獎貸學金計畫,包括來自拉曼大學、拉曼學院和自立學院的獎貸學金、張明添教育基金等,也將繼續運作協助有需要的學生完成高等教育或技職課程。
為了鼓勵更多華裔加入公共服務領域,馬華將成立一個特別秘書處,在內閣和公共服務局的配合下,爭取現有更多有能力的華裔公務員獲得升職,尤其成為高級官員;提供更多在國內大專就讀的公共服務獎學金給華裔優秀生;在中文報章刊登招聘廣告;以及到各大專進行彙報會等策略,鼓勵更多華裔大專青年成為公務員。
馬華將持續加強打造健康政治文化的決心,以其能獲得新時代華社民眾的認同與支持。馬華在接下來的日子,將繼續為廣大華社和全體大馬子民謀求更良好的生活保障,在經濟、教育、治安、文化、宗教、弱勢關懷,和新村發展等方面,繼續盡最大的努力,以務實的態度和誠懇的民族良知,發揮在政治主流的力量,並以九大政綱作為鬥爭目標,為族群和國家打造更美好的未來。
